Board approves $25 million amendment to PacificSource agreement for behavioral health services

Ryan Matthews, administrator with Marion County Health & Human Services, told commissioners the county was seeking approval of Amendment No. 13 to its provider agreement with PacificSource Community Solutions to add $25,000,000 for a new agreement total the record cited as $139,172,591. Matthews described key contract changes: removal of some risk-withhold return language, a reduction in fee-for-service rates that he described in the presentation as a drop to about 110% of Medicaid reimbursement, and a per-member-per-month allocation that has been held flat for the period in question.
"There are some significant changes to this contract," Matthews said, adding that PacificSource had experienced significant losses in 2025 and that the amendment is part of a broader "reset" in CCO reimbursement structures across the state. He said the county expected impacts on capacity and access but that staff were comfortable recommending approval of the amendment as presented.
During discussion, commissioners praised Ryan and county staff for convening negotiations and said they wanted more data to support state-level testimony. One commissioner asked for historical counts of clients in the Marion–Polk region and the change in dollars-per-client over time; Matthews said he would look to provide that information.
A commissioner moved to approve Amendment No. 13, the motion was seconded, and the board approved the amendment by voice vote.
