BRN IEC approves minutes and 2026 schedule; staff report vacancies, outreach and regulation review

The California Board of Registered Nursing's Intervention Evaluation Committee on Jan. 27 voted to approve draft minutes from its Nov. 3, 2025 meeting and to accept a proposed schedule increasing IEC meetings to six in 2026.
During Item 4, Scott Gunther moved to approve the minutes and Barry Levine seconded. After the committee opened for public comment (no requests), the panel conducted a roll-call vote; Scott Gunther, Joan Taylor and Barry Levine each voted "yes," and the motion carried to approve the minutes with authorization for BRN staff to make non‑substantive corrections.
Under program updates, BRN staff reported they continue to work with vendor Premier on intervention evaluations, education for committee members and identifying regulatory gaps. Staff said the BRN emailed roughly 170 outreach materials in the most recent quarter, noted four current IEC vacancies (including a nurse seat) and said approximately 17 member reappointments are expected this year.
During the agenda item on the IEC member guide and regulations, the committee reviewed recent guide updates intended to clarify weaning requirements and to incorporate uniform standards. A committee member asked about past restrictions on Suboxone. Executive Officer Loretta Melby said the change was driven by federal disability protections and that other boards adopted similar approaches. "It's... protected under the Americans with Disabilities Act," Melby said, offering to provide supporting documents to the IEC via email.
The committee then considered Item 8, the proposed 2026 IEC meeting schedule. Joan Taylor moved to accept the proposed dates and Barry Levine seconded; after no public comment, the committee held a roll-call and approved the schedule with unanimous "yes" votes.
The committee entered closed session to discuss intervention‑program applicants and participants pursuant to Business and Professions Code section 2770.10 and Government Code section 11126, then reconvened and adjourned at 1:48 PM.
