Intervention Evaluation Committee approves minutes, adopts Thursday meeting schedule and outlines conditional recommendations for participants

The Intervention Evaluation Committee (IEC) of the California Board of Registered Nursing approved the Nov. 5, 2025, meeting minutes and voted to adopt a Thursday schedule for the remainder of its 2026 meetings during a Jan. 13, 2026, WebEx meeting convened in Irvine.
Loretta (Lori) Melby delivered an educational briefing on so-called conditional recommendations — discretionary, staff-reviewed pathways that would allow intervention-program participants who meet specific conditions to advance to full-time work without returning to the IEC hearing. "If a participant has six months of continued sobriety and two worksite-monitor reports, they can move to full time," Melby said, describing the workflow in which the clinical case manager documents fulfillment, notifies program monitor Jaspreet, and the program manager (Jess Breed) reviews the evidence before approving advancement. Melby emphasized the IEC’s recommendations would be optional and not required by the board.
Procedural actions at the meeting included a motion by Dr. Liu, seconded by Dr. Ortiz, to approve the Nov. 5, 2025, minutes; Dr. Liu, Dr. Ortiz and Nicole DeWitt voted yes and the motion passed. Later, Dr. Ortiz moved to adopt the Thursday schedule and DeWitt seconded; the same three members voted yes and the motion passed. Chair Dr. Liu noted that Colleen Burks and Barbara Neefs were absent for the session and that a quorum was established.
Staff provided program updates, saying management continues to work with Premier Health Group to provide education to IEC members and to identify regulatory gaps; staff also said the board distributed 71 outreach materials to individual nurses in the most recent quarter. Staff indicated the next IEC meeting is tentatively scheduled for March 10, 2026, at the Premier Health Group (Alan Natkins building) in Irvine.
The committee recessed to closed session at 9:32 a.m. to discuss and vote on matters related to intervention-program applicants and participants under the cited statutory authority; the meeting reconvened in open session at 11:35 a.m. The committee did not disclose closed-session deliberations or specific actions taken during that closed session.
