Board members and staff discussed the parameters of the water-heater program and whether labor and vendor payment rules restrict how district funds can be used. A board member asked if removal and prep work for installations could be done internally rather than contracted; staff responded that installations are performed by the vendor paid through the program, but emphasized projected long-term returns on investment and estimated savings over five to ten years depending on equipment choices.
Trustees also adopted a resolution (referenced in the record as Resolution No. 7127276) authorizing the application for ZEV grants to fund electric carts and related equipment. During discussion, members raised operational concerns about relying exclusively on electric equipment and suggested retaining some combustion-powered equipment as backup for power outages; staff noted work with vendors on solar charging stations and battery storage to mitigate outages.
A budget revision was presented and adopted by voice vote. Motions for the water-heater program, the ZEV resolution and the budget revision were approved by unanimous voice votes (4–0). District staff will proceed with grant application steps and finalize the water-heater vendor arrangements.
