The second item is an amendment to the Cowan Village Planned Development to allow a roughly 4.5‑acre area currently designated commercial to be used flexibly as commercial or multifamily, and to update the PD narrative to clarify multifamily options (including townhouse‑style units). Peters said density, height and setback standards would remain unchanged and that 230 notices were mailed with minimal returns; the planning commission recommended approval 10‑0.
The third item would rezone 2120 Washington Avenue from C‑2 (community commercial) to O‑3 (limited mixed‑use) to bring an existing single‑family residence into conformance with current zoning; planning commissioners recommended approval 11‑0.
Peters said planning commission vetted the cases and recommended approval where noted. Council asked clarifying questions and did not take final action during the work session briefing; the items were scheduled for the evening public hearings.
