WACO — The Waco City Council voted Jan. 20 to appoint Ryan Holt as the city’s next city manager, setting an annual base salary of $345,000 and authorizing Mayor Jim Holmes to negotiate and sign an employment agreement.
Council members moved and seconded a resolution directing that Holt’s appointment take effect Friday, Jan. 23, 2026. Council discussion emphasized Holt’s lengthy service with the city, including roles in the police department and in the city manager’s office, and cited his institutional knowledge and leadership experience as reasons for the appointment. The council noted a competitive search process with about 70 applicants and four finalists. Members praised Holt’s service history and said the hire would promote continuity in city operations. The council said a public reception to honor outgoing City Manager Bradley Ford and to welcome Holt will be scheduled for the February council meeting.
Holt’s appointment authorizes the mayor to finalize and execute an employment agreement consistent with terms discussed in executive session and with benefits as described in the offer letter.
