Kern supervisors continue Mojave zone-change request for more briefings

Kern County supervisors on Tuesday voted to continue a proposed zone change in the Mojave area to March 10 to allow staff to provide additional information about nearby mobile-home parks, enforcement authority and housing needs.
Planning staff had presented a request from Santiago Communities, represented by Joseph Bandeman and Associates, to change the parcel’s zoning from R-1 (low-density residential) to MP (mobile-home park) to expand an existing nearby mobile-home park. Staff told the board the Planning Commission recommended approval by a 3–0 vote with two commissioners absent.
Supervisor Parlier questioned whether the proposal matched local demand for single-family starter homes and cited a past mobile-home fire that required county resources despite housing being regulated by the state Department of Housing and Community Development. Parlier said she wanted a fuller briefing on existing mobile-home parks, enforcement limitations in HCD jurisdiction and the surrounding community context before proceeding and moved to continue the item to March 10.
Frank Roach, representing Bonham and Associates for the applicant, told the board the property was intended to expand the current mobile-home park and said the applicant would work with staff.
The board approved Parlier’s motion to continue the item. Staff will return with the requested briefing at the March 10 meeting.
