Harbor District reopens regular‑meeting public comment by Zoom; board approves staff plan

The Harbor District Board voted to reinstate public comment by Zoom at regular monthly commission meetings and directed staff to implement the procedures.

Staff described outreach showing broad public interest — particularly from seniors, tribal participants and community groups — and recommended starting Zoom public comment at the May 8 board meeting. Staff asked the board to limit this option to regular meetings (special meetings would not automatically include Zoom), and to include an agenda disclaimer that in the event of technical problems a remote comment may not be recorded.

A commissioner moved "I move to accept public comment via Zoom," the motion was seconded, public speakers spoke in support, and President Coleman called for a voice vote. After the board heard testimony from representatives of Tri County Independent Living, Humboldt Waterkeeper, COREHub and others who described accessibility benefits, the board approved the staff recommendation; no opposed votes or abstentions were recorded during the voice vote.

Supporters said Zoom comment increases accessibility for people with disabilities, those undergoing medical treatment, elders and residents who live far from the meeting location. Staff said technical limitations may still prevent some comments from being captured and warned that special meetings might be excluded from the Zoom option when logistics prevent hybrid operations.

What’s next: staff will implement procedures and begin accepting Zoom public comment at regular monthly meetings starting with the May 8 meeting (as recommended), and will publish guidance and an agenda disclaimer about technical limitations.
