Staff reported the district received the EPA award (Region 9 award number EF9867701) for $500,000 to support Phase I and related environmental assessment activities covering certain parcels on the Samoa Peninsula. The grant includes a community component; staff said the work will require coordination with private parcel owners whose land is included in the assessment area. After interviews with three proposers and a staff review process that included the district engineer, staff recommended TerraPhase; the board voted unanimously to confirm the selection and authorized the executive director to negotiate scope and contract terms.
Staff said the consultant work will inform remediation planning and complement heavy-lift-terminal planning and that interactions with property owners and permitting authorities will continue as the assessments proceed.
