Staff said the CEC waterfront facility improvement program had a total program budget of $45,000,000; the district applied for "just under $2,000,000" and staff reported the district was (as stated during the meeting) awarded "18,250,000" from that program. Staff explained the grant would fund enhanced community engagement (including stipends for tribal and community participants), workforce-development activities, supplemental engineering studies (visual simulations, noise studies, marine biology analyses, geotechnical and sediment studies), and work on green-terminal emissions strategies and mitigation planning.
After a staff recommendation and a motion from the board, commissioners voted unanimously to authorize the executive director to negotiate the grant scope and sign the grant agreement when finalized. Staff said negotiating the scope is the next procedural step before returning contract documents for the board's approval and that the award will help refine cost estimates and mitigation plans.
