Staff presented the project: an existing ~0.85‑acre legal parcel proposed to be divided into three parcels with net sizes (Parcel 1: 13,650 sq ft; Parcel 2: 6,600 sq ft; Parcel 3: 6,900 sq ft). The applicants requested exceptions to reduce travelway width to 16 feet in parts and to phase paving, arguing that full 30‑foot right‑of‑way requirements and a formal turnaround would reduce buildable area and potentially make Lots 2 and 3 infeasible. Public Works partially supported pavement and travelway exceptions but urged a turnaround and a 30‑foot right‑of‑way for safety and to avoid delivery vehicles backing onto Union Street.
Applicant representatives and owners described comparable approvals nearby with similar narrow travelways and said they could provide alternative turn‑around solutions and shared‑driveway arrangements. Commissioners and staff discussed placing a small paved turnout near Union Street to serve deliveries and turning needs and treating the inner dogleg as a shared private driveway without sidewalk requirement. The commission approved exceptions as proposed, with the added condition for a paved parking/turnout closer to Union and signage to prohibit parking in the turnaround; commissioners approved the motion by voice vote with no opposition.
Next steps: Staff will finalize conditions in the resolution and record the map consistent with the granted exceptions. The applicants will address technical conditions from Public Works during final map processing.
