Commission hears jail-liaison report citing staffing barriers to inmate access and complaint limits

The correctional facilities liaison told the commission that staffing shortages at the county jail have impaired prisoners' ability to access the commission-run phone line and limited the commission’s ability to follow up in person.
At the meeting the liaison said officers previously escorted inmates to a room with a phone so they could call the commission; with current staffing shortfalls that process is inconsistent. "We are not getting phone calls in any kind of a manner that we can deal with at this point," the liaison said, adding that the commission has asked to have its phone number temporarily removed from facility boards until a reliable process can be reestablished.
Commissioners discussed options and acknowledged legal limits. The liaison noted the commission cannot provide legal representation and that a complaint process against jail staff raises structural conflicts because facility employees oversee that process. Several commissioners recommended continuing the service as a listening and referral resource even while acknowledging limited ability to change detention conditions directly.
The commission scheduled a meeting with jail administration to try to reestablish a reliable contact process and discussed recruiting additional volunteers and backups to ensure continuity of service.
