Youth bureau wins approvals for spending plan and appointments; supervisors debate juvenile detention options after late OCFS bill

Moray requested permission to backfill a part-time youth intern position (up to 20 hours per week at $20.32/hour; the position’s annual budgeted amount is listed at approximately $21,132). She said the position remains contingent on a signed Warren County contract and would sunset with that contract. Committee members agreed the personnel committee should review and approve the backfill request; the item was moved to personnel.
A separate agenda item produced a longer discussion about a late OCFS billing and juvenile detention placement. Staff said the county received a charge connected to a 2024 youth placement; the full placement cost is about $407,000, and the state removes 50% before sending the county its share, leaving an initial bill of $203,647. "The actual bill is about $407,000 but the state removes their 50% before they send us the balance," staff explained. Supervisors debated regional solutions — including pooling resources with neighboring counties to create a shared secure detention capacity — but cautioned that OCFS approvals and recent facility closures complicate any immediate effort. The committee agreed to route the billing and any required budget amendment to finance for processing.
