"CleanLA is a 12 month, workforce development program..." King said, describing the program's role in training Angelenos for city work. Paul Rache of OCB acknowledged crew reductions citywide and said that an additional $2 million in funding would restore approximately 20 graffiti-abatement crews that were cut in recent fiscal years.
OCB representatives said they are deploying strike-force crews to hot-spot areas and attempting to reconfigure coverage to match demand, but contractors and council members flagged ongoing problems with MyLA311: contractors cannot directly enter proactive work into the system and currently use spreadsheets to upload proactive activities via ITA.
The board also described HHEP-funded homelessness services: mobile pit stops (~$4.8M, 16 restrooms), a mobile shower program (~$1.5M) and a Skid Row Clean Team (~$1.6M), totaling about $7.9M that the board said funds roughly 104 full‑time employees and sustains the programs for about one more fiscal year.
