LA Sanitation seeks staff and camera funding to tackle illegal dumping; care/care-plus services reduced

Tracy Minamidi, Interim Director of LA Sanitation and Environment, described significant program reductions driven by position deletions and budget adjustments. Sarai Baga, the bureau's chief financial officer, said the bureau's environmental quality program was reduced by about $21 million this year and has lost roughly 159 position authorities compared with FY 2023–24.
Gabriel Miranda and Robert Potter outlined operational impacts to livability services: mobile hygiene units were suspended, planned care-plus expansions were curtailed, and overtime funding was sharply reduced. Potter described a proposed citywide illegal-dumping enforcement package in the FY 2026–27 request that would add about 17–18 staff and roughly $900,000 for camera surveillance; he estimated the package could produce up to 700 additional citations and cost about $2.4 million.
"This package includes 18 personnel...This program runs about $2,400,000," Potter said, noting the effort would target chronic dumping locations with field surveillance and high-tech cameras. The bureau said it would seek to balance proactive and responsive work, aiming to return illegal-dumping response times closer to 24–48 hours while acknowledging staffing constraints.
LA Sanitation asked the committee to consider restoration of overtime and staffing to sustain nondeferrable services and proposed targeted positions to support major events and clean-water capital investments in the coming fiscal year.
