Clerk's office reports revenue uptick, Elgin office opening and labor agreement moving to full board; county asks about federal SAVE program

Clerk Emerson told the Kane County Public Service Committee on Nov. 20 that the clerk's office is seeing a 26.4% increase year‑to‑date compared with the prior year, attributing much of the increase to Real ID and certified copy fees. He said the treasurer held a tax sale on Oct. 27 and the clerk's office is processing redemptions, and that a new Elgin clerk's office at 2170 Point Boulevard (off Randall and I‑90) is expected to open in mid‑December with an open house invitation to follow.
Later in the meeting, county board member David Young asked about the federal SAVE program and whether it will be used to verify citizenship for voter‑roll maintenance. Staff replied that federal initiatives must be implemented through the state and that the county would follow any state decision; staff offered to research the program and report back.
Ken Shepro reported that the Labor Management Committee approved a labor management agreement with the clerk's office and that the agreement is expected to move to the full board in December; he said the union agreed to staffing commitments during tax redemption and elections to ensure coverage.
The committee placed department reports on file by unanimous consent and adjourned. No further county policy decisions were taken during the meeting.
