Council awards CMAR role for $10M Emergency Services building to Beacon Construction Company

Councilors on Jan. 27 approved the evaluation committee's recommendation to award RFQ 25-063 for construction manager-at-risk services to Beacon Construction Company for the county's new Emergency Services building. Assistant County Administrator Brandon/Ellis explained the RFQ process produced seven respondents, three finalists and interviews; the committee ranked Beacon highest based on experience in Georgetown County, local supplier relationships and use of local and minority vendors.
Ellis described the project as part of the county's CPST program with a project budget of $10,000,000 and said contract terms are being negotiated. "The evaluation committee hereby recommends the award to the highest ranking candidate in Beacon Construction Company," Ellis said. He also told council the project will be bonded along with other CPST projects and funded by the penny tax approved by voters.
Councilors asked whether local contractors would have opportunities on the project; staff said local, minority and small contractors will be included through the bid process and that Beacon had experience managing similar local projects. One council member asked whether the estimated total budget could absorb CMAR costs; staff said the CMAR cost is within the $10 million project budget and the delivery method (CMAR) was selected to reduce the county's long-term risk.
After brief discussion, Councilor Anderson moved to award RFQ 25-063 to Beacon Construction Company; the motion was seconded and passed.
