Brooke Kelchin of TCEQ’s Lead Testing in Schools & Childcare program demonstrated a new GIS map viewer on Jan. 13 that shows participating schools and childcare facilities, public water‑service areas and a layer of statewide school contact information to help systems assemble lists required under LCRI rules.
Kelchin said the program provides voluntary sampling and, when lead is detected, can supply free certified filters and fixtures to affected facilities. The viewer includes downloadable tables (CSV/shapefile), a user guide, filters for participating vs. non‑participating facilities, and an export function water systems may use to generate the lists they must submit by Nov. 1, 2027.
She noted current limitations: childcare facility geocoding was not fully integrated for the initial release and the date‑of‑sampling is not included in the viewer download (the public results portal contains sample dates). Kelchin said the viewer will be updated monthly for participating schools and that TCEQ plans webinars and recorded trainings to demonstrate tool use.
TCEQ staff said sampling done through the program should meet LCRI requirements and that the agency is developing a waiver process so systems that use the program for sampling can streamline future compliance steps. Kelchin invited questions and offered her contact information for follow‑up.
