Board approves lane and sidewalk closures for Duke Energy, Clark Landscaping and Odyssey Construction; authorizes noise permits for Kirkwood project

The Board of Public Works on Jan. 27 approved multiple right-of-way and lane-closure requests tied to utility work, landscaping and a major Kirkwood redevelopment project, and authorized staff to schedule associated noise permits for early-morning concrete pours.
Zach Bell, engineering, explained Duke Energy is requesting an extension of sidewalk and lane closures on West 11th Street after a late start and inclement weather delayed work; the new target finish date is March 31, 2026. "A late start inclement weather and other complications have slowed work substantially," Bell said. The board voted to grant the extension.
The board approved Clark Landscaping's request to close sidewalks at 1004 West 1st Street for replacement work; staff estimated one week per side for those closures and said a pedestrian detour will be provided.
The largest permit package was for 115 East Kirkwood (Odyssey Construction). Engineering staff described a set of pedestrian diversions, intermittent lane and alley closures, metered parking reservations and an 18-month staging plan to allow utility relocations and construction of condominiums with ground-floor retail. Staff said the temporary traffic control measures "would be in place from January 28 through 07/28/2027 for approximately 18 months," and that an estimated 12 to 18 early-morning concrete pours would be scheduled as needed. Ben Campbell of Genesis Built described the sequence of work and noted coordination is required with Duke for pole removals.
To streamline scheduling, the board approved Resolution 2026-009 authorizing the public works director or engineering director (Andrew Seaborg) to execute noise permits for the concrete pours discussed; the board approved a separate motion to adopt that resolution. Board members and staff said they would continue to coordinate with neighbors, festival organizers and property owners to mitigate impacts during construction.
All closures and related motions passed by roll call vote.
