HPC waives remaining demolition delays for two properties after review; neighbors urge preservation for one site

The Bloomington Historic Preservation Commission on Jan. 22 reviewed two demolition‑delay cases and voted to waive the remaining delay periods.
DD2526 — 102 South Clark: Staff described the circa‑1955 minimal ranch and recommended release; petitioner Matt Ellenwood attended virtually but had no additional comment. Commissioners voted to release the delay and waive further waiting (6–0), with staff noting the HPC may later recommend historic designation to the City Council if additional information emerges.
DD2601 — 809 North Walnut: The property, built in 1940, is a limestone Tudor with later vinyl‑sided additions and a storefront. Neighbors James Ford and John Butler provided historical background and urged preservation, describing distinctive stonework and complex rooflines. Staff said the building’s integrity has been compromised (windows replaced, storefront added) and recommended release; commissioners voted to waive the remainder of the delay (6–0). Commissioners acknowledged community concern and said the commission’s review is based on eligibility and integrity standards in the guidelines.
In both cases staff read statements to the record that explained the history and the rationale for release. Commissioners noted that release of the demolition delay does not preclude later historic‑designation recommendation to the common council.
