The Monroe County Technical Advisory Committee voted Jan. 28 to approve three amendments to the regional Transportation Improvement Program (TIP), moving the High Street project into fiscal year 2027, reallocating federal MPO funds to the West 2nd Street project, and adding two INDOT projects to the TIP list.
Staff told members the West 2nd Street project will receive roughly $490,000 in federal MPO funds that were originally allocated to the High Street project, which could not proceed to letting this year. Jackie Dillon, Monroe County Planning Director, said the change reflects schedule shifting rather than an overall change in funding levels.
The committee also authorized adding an INDOT sign installation and repair project (Seymour District) to TIP as a notification and adding an SR 45 small-structure replacement (5.94 miles east of the SR 4546 junction) to the TIP. The SR 45 project will replace a metal culvert with a precast reinforced concrete box and address erosion control; construction is forecast for fiscal year 2028, staff said.
John Baton moved the motion to approve the three TIP amendments and a second was recorded. After no public comment, the committee completed a roll-call and approved the amendments.
Committee members asked staff practical questions about detour routing and signage for the SR 45 small-structure project; staff said they will follow up with INDOT and city/county engineers on local detour routing and provide the stage‑1 plans upon request.
The committee’s approval updates the MPO’s TIP to reflect shifting schedules and to add INDOT projects that fall within the metropolitan planning area. Staff emphasized the change was procedural: federal funds were reallocated to enable West 2nd Street to proceed in the near term while High Street’s letting moves into the next fiscal year.
The TIP amendments were entered into the record and will be reflected in the MPO documents distributed to member agencies.
