At its Jan. 27 meeting, the Nixa City Council approved several routine but consequential items: a first reading to authorize applying for a Recreational Trails Program grant (council bill 2026‑05) with up to $100,000 in matching funds to be drawn from park impact fees; an ordinance authorizing a standard pole‑attachment agreement with Juan Communications LLC to allow fiber attachments to city overhead utility poles (council bill 2026‑03); and a funding agreement requiring Nixa Land Holdings LLC to deposit $20,000 to reimburse the city for consultant and legal review fees related to a proposed mixed‑use development (resolution 2026‑06).
Parks Director Matt Kraus said the trails grant has a maximum ask of $250,000 and staff proposed a 40% match ($100,000) to strengthen the application’s scoring. Interim Public Works Director Travis Cassey said the pole‑attachment template standardizes make‑ready work and fees for private users of city infrastructure, and staff recommended approval. Assistant City Administrator Cindy Roberts said the city retained Gilmore & Bell, PC and Baker Tilly to perform legal and financial review if the council approves a developer funding agreement; the deposit will be replenished if balances fall below $10,000.
Council voted to approve the pole‑attachment ordinance and the developer funding agreement and gave initial direction to proceed with the trails grant application; the grant application will be submitted and staff will coordinate attendance if the FFA or other groups are to be recognized when proclamations are issued.
