The Encinitas City Council unanimously authorized the award of a construction contract to Palm Engineering Construction Company to build ADA accessibility improvements at Glen Park.
Carlos Baldenegro, senior engineer, told the council the project was advertised and bid in late 2025, received five bids, and staff recommended awarding the base bid plus Alternate 1 to the lowest responsible bidder. Staff presented construction cost estimates and said the city will spend approximately $477,865 including construction management and inspection; the recommended award for the base bid plus alternate 1 was presented as a not‑to‑exceed amount of $389,865 for contract award.
During public comment, resident Allen Burt asked the council to table the award, citing long‑standing drainage issues at Glen Park and the possibility of coordinated future park improvements that could require undoing elements of the current work. Parks and engineering staff responded that the current project is narrowly focused on ADA access—from accessible parking stalls to the restroom and picnic area—and that playground equipment replacement projects at other parks are funded separately. Director of Engineering Dan Nutter said the work implements items in the city’s ADA transition plan and recommended proceeding so accessibility improvements are not delayed.
Councilmember Lines moved approval and Councilmember Schaeffer seconded; the motion passed unanimously.
