Senator von Gillard, the bill sponsor, said the $450 fee (three times the passenger EV fee) is narrowly tailored to heavy commercial electric vehicles that otherwise do not pay fuel taxes used to maintain roads. He said the proposal is not an attack on electric vehicles generally but a fairness measure so heavy users help pay infrastructure costs.
The Transportation Committee adopted AM 73, which ensures the higher fee does not apply to vehicles registered under the International Registration Plan (IRP). Senator Moser summarized AM 73 on the floor, saying it harmonizes the bill with current DMV statutes and fleet registration procedures. The amendment was adopted and the bill advanced to E & R initial by recorded vote.
Supporters said revenue from the fee is modest but contributes to long‑term transportation needs; the committee reported LB 207 out 8–0.
