Garden City to run state‑funded after‑school tutoring and summer enrichment program

The Garden City City Council unanimously authorized the city manager to sign agreements to accept a state out‑of‑school time grant that will fund after‑school tutoring and summer enrichment programming at no cost to participating families.
Parks and Recreation Director Zach King told the council the grant covers after‑school and summer programming across Michigan and that the city received the award letter the morning of the meeting. The program will be 100% grant funded, target about 30 students (approximately 15 per age block), and budget six staff members daily (two recreation leaders, three tutors and one lead tutor). King said programming will run Monday–Friday in overlapping two‑hour blocks (roughly 3–5 p.m. and 4–6 p.m.) to meet the grant’s 90‑day tutoring requirement; the grant must be expended by Sept. 30, 2026.
King said the city planned to begin the program in early February and confirmed there is grant funding set aside for transportation to bring younger students to the Radcliffe Center. “This is a 100% grant funded, 100% free to the students, no cost whatsoever,” King said. Council members praised staff for quickly applying during a tight statewide timeline.
Council member Kara Fotis moved to authorize the city manager to enter necessary agreements with the state; the motion was supported and passed 7–0. Staff said the city will report required enrollment and attendance figures to the grantor and expects to use the initial grant cycle to pursue future funding cycles.
