Committee clears HB101 to allow electronic concealed-handgun permit applications

Delegate Ballard told members the bill originated with circuit court clerks seeking code language that reflects existing practice. Randy Carter, clerk of the Circuit Court of the City of Suffolk, testified that some clerks use online systems such as Permidian and that electronic filing speeds the process. "Certain clerks have e-filing systems," Carter said, adding that concealed-permit records remain sealed and clerks have safeguards in place.
Members asked whether the change would alter substantive screening or timing; Carter and the sponsor said it would not — the bill is intended only to modernize application language. After discussion the committee voted to report HB101 out on a recorded vote of 10 to 1.
Next steps: HB101 will be reported out of the subcommittee and proceed through the legislative process with committee support.
