Philomath sets tax rate at 5.3005 and adopts $35.17 million budget for 2025–26

The Philomath City Council on June 23 adopted two linked resolutions that set the city's ad valorem property tax rate for fiscal year 2025–26 and approved the city budget for the coming year.
Councilor Crocker moved to adopt Resolution 25-12 to impose and categorize ad valorem taxes at a rate of 5.3005 per $1,000 of assessed valuation; Councilor Andrade seconded the motion and the council approved it unanimously. The tax rate will be used to produce revenues that support the adopted general fund and other municipal programs.
The council then considered Resolution 25-13, the budget adoption. Staff reported that the budget committee recommended operating appropriations of $27,472,186 and ending fund balances of $7,698,306, for total requirements of $35,170,492. A motion to adopt the budget, moved by Councilor Erwin and seconded by Councilor Caseman, passed unanimously.
City staff member Mike, who presented the budget, described the process and noted the work involved in finalizing the numbers: "It is a heavy lift," he said, thanking councilors and staff for their efforts. Council members offered brief thanks to staff and closed discussion before the unanimous votes.
The council adopted both resolutions in open session. The newly adopted budget and tax rate will govern city appropriations and tax collections for the period beginning July 1, 2025 and ending June 30, 2026.
