City Manager and acting planning official Chris Workman told the commission that the parcels are entirely surrounded by city lots and that staff found the application meets Philomath’s development-code criteria. “All of the properties can be serviced with water, sewer, and other city services at this time,” Workman said, adding that residential annexations are subject to a state rule that delays new city taxes for three years after voter approval.
The staff report described a mix of low- and medium-density residential parcels, light industrial lots and one small public right of way.
