Senate subcommittee backs SB 197 to let flood‑preparedness loans defer repayment until project completion

RICHMOND — The Senate subcommittee on water usage unanimously recommended SB 197 to the full committee on a bill that would let localities defer loan repayments from the Virginia Community Flood Preparedness Fund until flood‑mitigation projects reach substantial completion.

Senator Angela Williams Graves, presenting the committee‑sponsored measure, said the change ‘‘realigns repayment obligations with project delivery’’ and is intended to ease cash‑flow pressure on localities undertaking multi‑year resilience projects. The bill requires certification from the project engineer and independent verification before repayments begin, and it leaves existing eligibility and underwriting standards intact.

Brian Pennington of the City of Norfolk, appearing for local officials, told the committee the deferral mirrors federal WIFIA practice and helps localities maximize funds for construction. ‘‘That’s absolutely correct,’’ Pennington said when asked if repayment would begin at substantial completion. He added that aligning repayment timing ‘‘reduces bureaucratic headache’’ and helps flood‑prone communities deliver projects more efficiently.

Committee members questioned potential effects on the fund’s cash flow and asked how the administering agency would report on deferred repayment exposure. The bill language requires reporting on projected cash flows and deferred‑repayment exposure so the General Assembly retains oversight, the sponsor said.

A motion to report SB 197 to the full committee carried by unanimous voice vote.
