Council members praised the effort to clarify an occasionally awkward process, noting that appointments can be more daunting than running in an election. Several members suggested additional guardrails: a suggested 6-month cutoff before a general election in which the voters might decide the seat, clearer guidance on when appointments are appropriate, and consideration of alternative voting methods such as closed-session votes, paper ballots or other approaches to reduce public awkwardness for applicants. Members asked staff and the city attorney to draft more specific, operational language and return the item to a future agenda.
The council did not vote on code changes at the Jan. 27 meeting; direction to staff was to refine the draft and provide clearer timing and procedural language for a subsequent meeting.
