Oshkosh council approves Quick Pantry Pub class B license after debate over video gaming machines

Quick Pantry Pub won city approval for a Class B fermented-malt-beverage license on Jan. 27, 2026, after public comment and a prolonged council discussion about video-game gambling machines that may be operated at the site.
Two residents spoke to the council ahead of the vote. Cecile Satler, who described herself as a longtime patron, told the council that when the machines were removed from the business "its like I lost 5 best friends" and said the devices were used for socializing and entertainment. Derek Semenes, the contractor for the applicants, said the business had followed state- and local-approved plans for egress, restrooms and parking and had designed a separate entrance and confined gaming area so that the machines would not be in the convenience-store front.
Council debate centered on a legal tension between city licensure and state enforcement. Several council members said the situation stems from a state-law loophole and that local action cannot resolve the states regulatory gap. One council member said the applicants "did everything they were supposed to do" and should not be punished for an issue the state needs to fix; another said approving a license effectively gives local blessing to an activity they considered illegal under state law. Members also discussed whether to keep or revise language in the municipal code that limits parcel holdings of multiple licenses.
After the council called the question, the resolution authorizing the Quick Pantry Pub class B license passed; the roll-call recording shows one council member voting No and the measure carried. Nichols was recorded earlier in the meeting as excused.
The council did not adopt local changes to the municipal ordinance at the same time; several members directed staff to return with clarified draft language for future consideration.
