Prince George's County committee advances two nominees to Board of Ethics

The Government Operations and Fiscal Policy Committee moved favorably on two County Executive nominations to the Prince George's County Board of Ethics on Jan. 28.
LaJoy Cannon, interim appointments liaison for the County Executive's office, recommended Dr. Gerald T. Folsom, citing "more than 18 years of ministerial leadership" and over 23 years of federal government experience in oversight, compliance and regulatory integrity. Cannon said the nomination was made pursuant to Section 2-2-92 of the Prince George's County Code.
Dr. Gerald T. Folsom, the nominee, told the committee he has pastored congregations in Prince George's County and worked as a liaison to faith-based communities in the County Executive's office. "I bring a wealth of experience," he said, and expressed a commitment to upholding ethical standards and community trust.
After brief remarks, a committee member moved to "move favorable" on Folsom's appointment (moved by council member Borriatta; second by council member Blake Gates, as recorded). Clerk Jolene Ivy called the roll; the minutes record 'Aye' votes from Burrows, Grama, Blaguette, Hunter and Ivy. The motion carried 5-0.
The committee then considered Laurie Matthews for the Board of Ethics. Cannon described Matthews as having more than 30 years of professional experience across education, government and administration, including work with the Department of Homeland Security and as CEO of Executive Decor. Cannon again cited Section 2-2-92 of the County Code in presenting the nomination.
Laurie Matthews introduced herself to the committee as "a lifelong resident of Prince George's County," noted more than two decades as an educator at Suitland High School and emphasized a commitment to accountability, independence and fairness that she said would inform her service on the board.
Chair Oriada moved to "move favorable" on Matthews' appointment; Jolene Ivy seconded. The clerk's roll call shows unanimous support on the record and the motion to move favorable held 5-0.
The committee's favorable recommendations will be transmitted to the full council according to the county's appointment process. No committee member offered conditions or amendments to either nomination during the session.
