The Glynn County Island Planning Commission voted unanimously Tuesday to approve a village preservation design review (VP‑25‑9223) for new signage and an awning at the Palmer's restaurant location recorded in the transcript as 223 Mallard Street.
Stephanie Leaf, Planning and Zoning Director, told commissioners the application is a design review under the Island Preservation Overlay District; the commission reviews architecture, materials, colors and design, while a separate county sign permit — administratively issued — is required to authorize the physical sign. Leaf said the village maximum for signage is 24 square feet and that staff’s scaling of the proposed elements put the applicant between roughly 22 and 23 square feet; the applicant provided more precise dimensions to the commission at the meeting and the sign permit will require scaled drawings to verify the final size.
Clay Caldwell, representing Palmer's, described the proposed sign as white, wall‑mounted fabricated letters about 1½ inches thick, roughly 12 square feet by his estimate, and backlit with warm lighting for nighttime illumination. Caldwell said Palmer's plans to work with Nitro Signs of Brunswick to survey the site and confirm electrical and mounting details before installation. Staff told the commission the proposed backlighting is acceptable provided it meets local design standards (no flashing or neon) and is limited to non‑flashing warm illumination.
No members of the public offered comment during the hearing for this item. After the presentation and brief commissioner questions about measurement and lighting, an unnamed commissioner moved to approve the design review; a second was recorded and the commission approved the item by unanimous voice vote.
The commission’s approval covers only the preservation/design review elements on the record; the applicant must submit a separate sign permit with scaled specifications. If the sign permit shows dimensions exceeding the village maximum, the applicant would have to reduce the sign size to comply.
