Whitehouse council accepts clean FY2025 audit, staff praised for financial management

The Whitehouse City Council on Tuesday accepted an unmodified (clean) audit for the fiscal year ending 09/30/2025, presented by Kevin Cashin of Goff, Morgan & Petty.
Cashin said the firm's review found the city's financial statements "present fairly" the city's financial position and its major funds. He highlighted growth in utility charges, which rose about $234,000, and a roughly $231,000 increase in governmental revenues. Cashin also noted that ARPA funds had been spent during the year, reducing grant revenue compared with the prior year.
City staff and council members emphasized that the improved fund position allowed the city to cash-fund about $550,000 in wastewater capital expenditures. Leslie Black told the council the city would continue pursuing state water infrastructure grants to supplement local funds.
After brief discussion and public recognition of finance staff, a councilmember moved and the council voted by voice to approve the audit as presented. The vote was recorded as a carried motion by the presiding officer.
