Newberg staff to separate fixed service fees from consumption on utility bills

A billing staff member said, “we were able to break out the flat fees from the consumption fees on there,” and asked the committee for confirmation to move forward with the roll out. The change responds to prior committee comments that flat fees and consumption had been lumped together and caused confusion for customers.
The presentation included sample handouts and two versions of the bill (mail and electronic). Staff and committee members discussed a $22.22 monthly fixed billing charge for most residential customers and noted small differences when bills are prorated or sent electronically. No formal action was taken; staff said they would implement the new layout beginning with the next billing cycle if the committee had no objections.
