Committee approves agreement to join BS&A ERP wait list; implementation will raise IT costs

O'Fallon City committee members voted to approve a resolution authorizing the city to sign an agreement with BS&A so the city can be placed on the vendor's implementation wait list.
Finance staff said the move follows long‑running issues with the city's current enterprise resource planning system, New World (now owned by Tyler Technologies). "Their customer service literally is kaput," one presenter said, describing another reason the city pursued a new system. Under the agreement, BS&A will not bill the city for work until the new fiscal year; staff estimated an annual license fee of about $85,000 and a full implementation cost near $264,000.
Sandy told the committee that the resolution is intended to secure an April 1 position on BS&A's schedule; waiting longer could push the start date months further out. Staff said the contract was reviewed by the city attorney and that contractual changes requested by the city were accepted.
Committee members asked whether data conversion would be handled by BS&A; staff replied the vendor would perform conversion and implementation work. Councilmembers also asked whether other municipalities had migrated from Tyler/New World; the presenter said several had and that staff visited Collinsville to review its implementation.
The resolution passed in committee by voice/roll call and will follow the committee's normal routing (committee approval noted during the meeting). The item will appear on the next full‑council agenda for final action if required by the council's process.
