Matt Dickinson, the aquatics program coordinator, and lead lifeguard Max Wolke described Mission 5 Ready to Rescue as an extension of the city’s KinderSwim lessons. The existing KinderSwim program provides swim and water‑safety instruction to roughly 300 kindergarten students each year; the new module would also reach fifth‑grade students—an estimated 400 children—and teach hands‑only CPR plus low‑cost water‑rescue skills (for example, noodle‑based rescues and throw/reach techniques).
Staff noted long‑standing support from the London Bridge Rotary Club, which donates $7,500 annually to KinderSwim. The parks department said it is seeking small grants through CDC and Red Cross opportunities to offset program costs.
Councilmember Jenny Coke moved to adopt resolution 26‑3891; the motion passed 7–0. Council members praised the program’s community health benefits and asked staff to keep providing grant and partnership updates.
The resolution directs staff to continue the service agreement with the school district and proceed with the Mission 5 Ready to Rescue implementation details; no additional city budget line item was identified at the meeting beyond ongoing program funding and partner donations.
