Philomath staff announces record-numbering change, postpones island annexations and seeks grant for code update

Philomath planning staff told the commission on June 6 that the city will switch to a new record-numbering scheme tied to the Accela system and that several procedural items will be rescheduled while staff pursues outside support for code updates.
"We've started using that Accela, which is the online program that the state provides us for our billing permits," a staff member said, describing a change to record numbers such as RN 25-07 instead of the prior PC or P prefixes. Staff said the change is mainly internal and intended to make recordkeeping more consistent.
Staff also said a planned hearing on island annexations was postponed after legal notices did not reach all property owners; the item will return next month. The planner said the city is applying for grants — through DLCD and potentially ODOT-related funding connected to state housing initiatives — to hire a consultant to help update the development code. Staff estimated a consultant scope of roughly 40–60 hours if funded.
Commissioners asked for clearer distinctions in future presentations between statutory requirements and advisory guidance from state agencies. One commissioner urged staff to explicitly note what is law and what is guidance when presenting code changes.
The items are administrative in nature; staff said it will continue outreach and return the annexation item once legal notice requirements are satisfied.
