The Public Utilities Regulatory Authority met by remote teleconference on Jan. 28, 2026, and adopted consent calendars covering four proposed final decisions and the appointment of presiding officers in eight proceedings, Interim Chairman Tom Wheel said.
"My name is Tom Wheel, and I'm the interim chairman of the authority," Wheel said as he opened the regular meeting and identified the panel members present.
The meeting agenda had two parts: part A, a consent calendar that included consideration of proposed final decisions in four dockets, and part B, a consent calendar to appoint presiding officers in eight proceedings. An unidentified participant moved to adopt items 1–4 in part A; after a roll call in which each commissioner voted "Yes," Wheel declared, "items 1 through 4 on part A of the agenda have been adopted." The named commissioners on the call were Vice Chairman David Arconti and interim commissioners Jan Beecher, Holly Cheeseman and Everett Smith.
The chair then introduced part B and an unidentified participant moved to adopt items 1–8; another unidentified participant said, "I'll second." The chair confirmed the motion had been regularly moved and seconded, and following a second roll call the chair stated that "Those the panels assigned to items 1 through 8 of part B of the agenda have designated a presiding officer." The transcript does not list which individuals were designated as presiding officers for each of the eight proceedings.
The record shows every named commissioner present voted "Yes" on both consent calendars. The transcript also records an immediate comment of "No second" after the first motion to adopt items 1–4; the chair subsequently stated the items were "regularly moved and seconded."
