Committee approves amended Growth Alliance agreement with added reporting and diversity benchmarks

The Committee of the Whole considered and approved an ordinance amending the city's agreement with the Springfield Sangamon County Growth Alliance to authorize an additional $250,000—bringing the aggregate authorization to $2,250,000—and extend the contract through fiscal year 2027.

A Growth Alliance representative explained the amendment incorporates language similar to a previously proposed addendum and adds quarterly written reports to the city council and an increased emphasis on minority- and women-owned business outreach. "Quarterly written reports to the city council...I'm of the opinion that we shouldn't send an invoice for a quarterly payment until we provided our quarterly report," the representative said, describing the new accountability steps.

Aldermen asked how economic-impact numbers translate to the city's bottom line and requested a consultant evaluation that Sangamon County has commissioned to measure the Growth Alliance's impact since inception. Committee members also requested clearer benchmarks and a schedule for reporting. The committee approved moving the amended agreement forward and staff said they would provide the requested data and meet with aldermen on specific community-benefit points.
