Council to consider a temporary outside‑limits sewer and water hookup for Adam Markovich, staff cites public‑health rationale

City staff asked council to allow Mr. Adam Markovich to connect to city water and sewer at 2832 East Leslie Drive, which lies outside the city limits, citing a public‑health concern if the property owner were required to expand septic capacity instead.

Planning/operations staff explained the property lies in the Carroll subdivision where water and sewer infrastructure was installed by the city in 2004 and that service is available. Staff described the situation as different from typical outside‑limits hookups because here the expansion of septic systems in an urbanizing area raises health and neighborhood concerns. "We believe that it is a compelling health concern that the only option for Mr. Markovich at this point is to expand the septic system," staff said.

Legal staff said council may approve the hookup conditioned on the city later executing an agreement requiring the owner to apply for annexation in a specified timeframe. Staff said they would bring an agreement back next week and that they would require Mr. Markovich to apply for annexation within roughly 30 to 60 days if council approved the immediate hookup.

The council asked clarifying questions about timing and the scope of the agreement; Mr. Markovich confirmed he wants both sewer and water connections. Council did not take a final vote on a consent motion at the time, but staff said they would return with formal agreement language at the next meeting for council action.
