The Environmental Advisory Committee recommended a negative declaration under the New York State Environmental Quality Review Act and forwarded a redistricting request for the western parcel of 3126 Genesee Street from General Commercial to Motor Service, subject to site-plan and building-code review.
Martin Odell, identified at the meeting as the applicant, described proposed operations as light mechanical work — “like, mechanical work such as brakes… inspection of the vehicle” — and emphasized that the intention is short-duration in-and-out service, not long-term storage of wrecked vehicles. He told the committee there would be no major engine work and no outside stacking of tires or parts.
Committee members asked for clarifications about shared driveways, exterior storage and sanitary connections. One member asked about floor drains and how oil or brake dust would be managed; another said inspectors will determine whether a restroom or oil separator modifications will be required during site-plan review. On the subject, a committee member noted that if floor drains exist they may need modifications and that any oil must be separated before discharge.
Given the applicant’s statements and pending site inspections, the committee recommended a negative declaration and asked that outstanding code and drainage details be resolved in the town’s building- and site-plan review process. The recommendation does not authorize construction or change in use; those steps remain contingent on building permits and any required infrastructure modifications.
