Council approves zoning change to allow Jane Place office and five new affordable units on Jane Alley

The New Orleans City Council voted to approve a zoning change requested by Jane Place Neighborhood Sustainability Initiative to reclassify five lots on Jane Alley from historic two-family residential to historic urban mixed-use (HUMU/HUMU-MU). City Planning and the Planning Commission recommended approval.
City Planning told the Council the site will host a 3,600-square-foot administrative office on the ground floor and three one-bedroom apartments above; the commission found the proposal compatible with surrounding uses and unanimously recommended approval. Paul Kramer, appearing in support, said Jane Place provides “100% affordable housing” and praised the proximity to amenities and employers. Lucinda Flowers, a former city planner, supported placing the management office on-site as a best practice for resident engagement. Veronica Reed of Jane Place said all housing in the project will be permanently affordable and that locating the office near residents would improve management and resident services.
Council member Harris moved (m26 58) to approve the zoning change; the motion passed with seven ayes. The zoning change allows the nonprofit to place its administrative office on-site and construct the specified rental units; the project remains subject to final plan approvals and any provisos identified by City Planning.
