Norwood middle-school punch list leaves invoices withheld as project nears closeout

The Town of Norwood’s school building committee told the School Committee on Jan. 28 that it has identified a list of outstanding deficiencies at the new middle school and has withheld some invoice payments until those issues are corrected. Committee members and district staff described problems ranging from hot-and-cold plumbing and sanitary cleanouts to window-shade and projection issues, sound-panel work and questions about the gym floor.

The superintendent said the town manager sent a letter to the project manager, contractors and architects asking them to resolve the items prior to final payment. "You have received a letter...requested resolutions prior to making a payment," the superintendent said, noting the action was taken publicly when the district declined approval for some invoices. Committee members said such withholding is a normal closeout tool to ensure corrections are completed.

Why it matters: Withholding payment at the end of a large construction project protects the district and gives the contractor a clear incentive to finish outstanding work. The committee said it will continue monthly meetings while the punch list is addressed; the next middle-school building committee meeting is scheduled for Monday, Feb. 9 at 4:30 p.m.

What they said: Committee members praised the oversight, stressing they do not want to "value-engineer everything out of the building" and noted routine post-occupancy audits that can reveal additional issues about a year after occupancy. District staff listed specific items they expect contractors to correct, including drainage and floor-pitch fixes, curbing and striping, classroom technology issues and remaining HVAC and finish work.

Next steps: The project will stay under monthly review until the listed deficiencies are resolved and payments are approved; the committee will report back on progress at subsequent business meetings.
