Wellington council agrees in principle to stop charging internal permit fees on village-owned projects

Council discussion on Aug. 26 produced consensus to adopt a policy that will stop charging construction and related permit fees for village-owned and operated projects going forward, a change staff described as an internal bookkeeping adjustment rather than an alteration to review or inspection processes.

Staff explained that, historically, permit fees for village projects were transferred between funds; the proposed policy eliminates those interfund transfers so more dollars remain available to project budgets. The two existing contracts that currently reference payment of permit fees are with VerdeX and Wharton Smith; staff sought authorization for the village manager and legal counsel to revise those contracts to reflect the new bookkeeping approach. "It's just strictly the bookkeeping part," one staff speaker said.

Council members asked whether the change would affect levels of inspection or the ability to apply permit requirements; staff repeatedly said the permitting process, plan reviews and inspections remain the same and only the accounting method is changing. Council had no public comment on the item and indicated consensus to proceed; staff and legal will draft contract amendments for the existing contracts and exclude the fee language from future village-owned project contracts.
