Mister Stillings (staff) told the council the intent is to make the code clearer so that property owners and contractors understand what triggers a violation. "This is not changing any of the regulations," staff said, explaining the language merely codifies how staff has been applying the code. The council opened the public hearing, recorded no public speakers, and discussed the clarifying language.
Council members framed the effort as a transparency and enforcement-improvement measure: clearer language helps residents comply and allows staff and legal counsel to enforce rules more predictably. The council moved, seconded and approved the ordinance on second reading by voice vote, recorded as passing 5-0.
