ARB approves restrooms and 1,500-seat stadium seating for Pot F showgrounds amid resident concerns about manure and wetlands

Staff described previously approved facilities on the 114-acre site and presented the proposed seating (20 feet tall, 272 feet long, 13 rows and more than 1,500 permanent seats) and six permanent restroom buildings (each about 646 square feet). Staff recommended approval of the architectural details and materials subject to the conditions listed in the staff report.
Paul Bridal, director of construction for Wellington Lifestyle Partners, and representatives for seating and restroom contractors answered technical questions. During public comment, resident Loreen Capone expressed concern about manure production and management for the large equestrian venue, whether the facility might be considered a concentrated animal feeding operation (CAFO), and whether federal, state or water-management permits (Army Corps of Engineers, South Florida Water Management District, Department of Health) had been obtained for wetlands and septic impacts.
Staff and board members responded that ARB jurisdiction is limited to architectural and material approvals and that environmental and permitting questions are handled by other regulatory bodies. After discussion, a motion to approve petition 2026-0001-AORB based on staff conditions carried with no recorded opposition in the transcript.
