The Laredo International Airport advisory board voted to recommend that the mayor and City Council repeal the older airport minimum‑standards ordinance and adopt a consolidated, updated minimum standards manual for aeronautical and non‑aeronautical services.
Staff told the board the current package consolidates multiple older documents (original standards adopted in 1990 and amended in 2006 and 2012) into a single, modernized manual. The update expands definitions and service categories, adds provisions for specialized aeronautical services and electric/alternative‑fuel aircraft, updates insurance, training and safety requirements, and creates a clearer application, denial and compliance timeline.
A staff presenter said the new manual is intended to improve audit readiness and to ensure compliance with FAA advisory circulars and grant assurances while not invalidating existing agreements.
"The updates are not retroactive, so existing leases and agreements will remain the same," the presenter said, adding that reasonable time for compliance would be allowed where changes are required.
Board members discussed instituting a formal periodic review and agreed to include a three‑year review cycle for the manual (with insurance and FAA‑driven items to be updated sooner if required). The board then moved to recommend repeal and replacement of the prior ordinance and adoption of the new minimum standards; the motion was seconded and passed by voice vote.
Staff will forward the draft ordinance and the consolidated manual to City Council for formal consideration. If council adopts the ordinance, staff said the manual would take effect from the adoption date and staff would begin implementation and compliance outreach with airport operators.
