Board adopts guiding principles for upcoming labor negotiations 6–0

The North Clackamas School District board voted 6–0 on Jan. 29 to adopt a set of guiding principles to shape upcoming collective bargaining negotiations.
Tiffany Shireman presented the draft principles, which staff said were informed by other local districts and the district’s strategic plan. The eight core principles include students-first decision-making, financial responsibility, support for employees, data-informed decision-making, equity and inclusion, integrity in bargaining, long-term stability and public transparency. Staff said adopting the principles would provide unified language for the negotiating team and a public reference on the district website.
Staff noted the principles will apply to negotiations with the North Clackamas Education Association for licensed educators this spring and, later, to bargaining with the Oregon School Employee Association for classified staff. A board member moved to adopt the guiding principles and another seconded; the board voted 6–0 in favor. The motion passed with no recorded abstentions or opposing votes.
The board did not attach changes to compensation or other contract terms in the motion; the resolution provides negotiating direction for staff and the board’s bargaining team.
