Engineering and procurement staff recommended awarding a contract to American Lighting and Signalization LLC for $117,490 to install solar rectangular rapid‑flashing beacons (RRFB) at five pedestrian crossing locations (four fronting schools and one at a problematic pedestrian crossing) and two yellow flashing beacons at a problematic stop intersection. The contract will be paid from SPLASH funding and was approved by a unanimous roll call vote, 5-0.
Separately, the council accepted a $134,940 tire‑product grant from the Georgia Environmental Protection Division to install a poured recycled‑tire surface at the Farrington Park playground and authorized the mayor to execute the grant agreement. Grant administrator Kiara said the agreement deadline was imminent and that the funds cover a rubber safety surfacing designed for playground use.
Council members praised the projects as public‑safety and quality‑of‑life investments for children and pedestrians; staff said the solar beacons avoid added electrical costs and that the RRFB program is part of a broader bicycle/pedestrian safety plan. Both actions passed 5-0.
